Someone with a strong enough will could command a large portion of the hivemind going forwards. It’s not like dying or becoming subservient to those who came before, but like becoming one equal among countless others.
And not-cio apparently returned from the destruction of her mask and has a solid form without one, which would imply a strong will.

The Nameless Devil, in their desire to return to the past that has been lost, implies their willingness to not just to ingest The Worm, but to even *cause* another turn of The Wheel. After all, what use is The Worm to The Devil without the reset. Said reset would bring about a return of the terrors and untold suffering of the world in another cycle, as brought about by The Seven, which is selfish (and at least morally dubious, if not worse) of The Nameless Devil in its own right.

The Worm Queen has demonstrated to be untrustworthy more times than they have been shown to be reliable. They may be lying about the effects of The Worm and/or the greater objective behind this offer.
