How could anyone believe Cio was not coming back. Allison planted the Cio-seed she had been carrying inside her for years into the babydemon. That would have been the omniverse’s biggest red herring if nothing came of it.
The problem though, with the way that devils work, is that even if it’s the same blob of chaos that used to be Cio, it won’t be the same Cio that we know. We see this in Vladok vs Princess, they have most of the memories of the former, but Princess is very different from Vladok.
There is much that is unknown with this… primordial devil I guess we could call that form.

in a body sheathed in bone. Apparently maskless. Awakened with a shard of former Self, charged with aching memories of what she was. The “Once-Cio” oni is charting a new kind of reincarnation path. What will you call yourself I wonder ? With a new frame, will you choose a new name ?
The way things work has been notably violated this turn of the Wheel. White Chain is a perfect example of something never before seen in angels, and Allison appears be an attempt by Zos to try something new. So each of the members of the Three Banger are unique manifestations. Coincidence? I think not.

The way some snow very very slightly obscures Al-Yisun’s very speech at one point gives me a nagging feeling. Nagging is only annoying.
