The Judicator towers are many within the district of Spires. From here, as tradition dictates, criminals may be held for up to a week before transport for a trial in a Hall of Law in Ashton, or for more severe cases, the Concordance of Angels just outside the city.
There are only twenty operable spires in the entire city, eleven of which are manned. Of the hundred and five Halls of Law, approximately seventy were destroyed during the Universal War. Most of the remaining structures are being squatted in by residents of Ashton, with the rest being used by various guilds as gambling dens, slave pens, warehouses, or headquarters. At least one is physically missing from the city, claimed by a rogue sorcerer as his House Apart, ripped into a pocket world.

They are not 36 anything or 47 whatever, they are “White chain but bulkier” and “White chain male version”. And that is also a law of being.
There do seem to be armor series or styles. Though we haven’t seen too many angels outside of the Thorn Knights. The vapor angel (petal knight probably) from the first chapter and the other petal knight that White Chain beat up later on have similar armor styles, but not to the point of identical for all practical purposes.
They could be part of the same clan (if they even have those) and are brothers in that sense. I’m sure there’s some in-universe reason for them using identical armor styles, or maybe Abbadon is just using this as an excuse to use alternate concept arts he had for White Chain.
The angel’s armor was crafted by humans and servants, it’s possible that certain styles developed within lineages, races, or training-schools, just like artists (painters and sculptors).
So for angels you could have those crafted in a classical style, a medieval style, a renaissance style, an impressionist style, etc. Just don’t ask us about surrealist style angles; that was a bad time all around. I’d say there should be a “modern” style as well but according to WoG no new angel-armors have been forged in a while.
Also, the non-human angels are the equivalent of someone focusing on landscapes instead of portraits. And the thorn-knights got their start from some crafter named Hieronymus Bosch.

Their bodies are their uniforms, crafted by humans to label them as lawkeepers. They look different to tell them apart and similar to identify their function.
The angels who “executed” White Chain also all had a similar look to them, probably designating them as internal affairs or whatever.
Not just the helmet, but also the necklace/chain of office, to identify them.
The big ones were crafted too, no? Look what that got them: party pennants in the head.
The “big” Prime Angels were forged by a god.
Now that he’s dead, they have to make do with these human-made knockoffs.
They appear to also be Root Knights, remaining dedicated to the Old Law.
Can one punish an immortal servant with jail time? It would be boring and uncomfortable but ultimately endurable with no ill effects. Life in prison is impractical as there would soon be no room. The only options that remain are rehabilitation by force and death. Or to use another word: violence.
presumably any being whose immortality was matched by the patience you describe would be comatose and inactive.
Killing an angel is basically just imprisoning them in the void for a few millennia.

A few here and there. I know one in a district that boasts the lowest crime rate in Throne. This is not due to the particular benevolence of its inhabitants, but rather, because the Hall is wholly operated by the Ghost Drinker’s Guild, and as such the vast majority of defendants are declared innocent victims of “bureaucratic mixups” on the part of the Angels, and any accusations wrongdoing struck from public record.
The ones that sane folk avoid at all costs. The few which are operated by angels still turn their districts into the kind of police states outworld tourists read horror stories about.
If you hear that the local Hall of Law’s head judge has a name that starts with a letter and ends with a complete sentence, just gather up your things, catch a bus, and move over a few more miles. Trust me, the occasional mugging and/or evisceration isn’t worth that amount of angelic meddling.

Ah, 47 Striking Steel, another of us named after the blacksmith’s art. It’s a naming convention I find aesthetically pleasing; the parallels between a forge and creation itself are many. In particular, large sections of both are frequently on fire.
