So how long does it take to evacuate a city of that size? At least days, for reasonable values of “evacuate.”

Well, there haven’t been any universal wars since the last one. And technically there are 6 other gods he has to argue with.
You can’t go “the end justifies the means” as a ruler and then lose. So he’d better win or every bad thing he did was for absolutely nothing.
