This looks like literally the worst way to lift a huge block of stone. All his vaunted “educated” people and they have no clue about leverage? You know, a simple, man-powered crane isn’t all that outrageously difficult to build and use; otherwise, at least get something with decent wheels (I suppose it might have some not visible, going by those furrows, but still …).
Why do they not use pack beasts to pull the stone up the incline? I understand the reasoning behind the use of human labour in the construction of the colosseum, as there is nothing finer than an object crafted through refined vision and unbending will channeled through mortal hands, but the efforts of men should not be spent frivolously on fighting friction and gravity simply to move a rock up a slope. To fit the stone into place, to make sure everything is assembled to the correct exacting standards, these actions can rightfully demand mortal toil in their course; but this is simply a misuse of conscious labour that could be spent towards more deserving ends.
Everything that we’ve seen about this multiverse is making me feel that this dude as absolutely a bad, selfish person who’s expressing it by being a good, selfless leader.

If the work is getting done faster than Solomon David ordered you to do it, he’s going to show up and explain how you’ve been doing it wrong. “You are citizens” means he’s got a chart in his office somewhere specifying how many hours per week you’re supposed to spend with your family, and the team leader here just announced they’re all badly behind quota on that category.
Its typical benevolent tyrant behavior. First have your lackies work the men to death, then you show up, call them citizens and allow them to rest, and come off as a savior.

Depending on your definition of “unnecessary”. If your multiversal realm is at peace but you still need to maintain a millions-strong army, it’s a good idea to keep them busy somehow.
We see only male courtiers, guards, and sweaty mostly-naked men performing heavy manual labor like hauling ridiculously big stone blocks up a ramp.
But in the only strip so far where we’ve actually seen a crowd of ordinary citizens (King of Swords 1-6), we see what appear to me to be women in the second panel, possibly bottom right in the third panel, fifth panel (particularly the one in the blue dress at far left), and final panel (look at the couple sitting on the right side of the causeway, the one closer to the ‘camera’)
So either there are women in the Celestial Empire, or there is a caste of fairly convincing cross-dressers. I suppose either hypothesis is possible at this time.
There are several other figures viewed in the distance in those panels that could be either male or female and I’m not entirely sure, especially since long flowing robes are unisex fashion in much of the world of KSBD. I’m betting some or most of the ones I’m thinking of were meant to be seen as women, though. Plus there’s also a whole bunch of nonhuman beings whose gender I have absolutely no idea how to identify, so [shrug].
However, it’s definitely true that we have yet to see a single woman who clearly and unambiguously holds any position of authority or responsibility or even *status.* I mean, those big beefy guys hauling the stone block are apparently soldiers, which is a profession that usually holds some status even if they’re doing the same job a bunch of slave laborers might be doing.
You guys see that the crown and the Gate usually responds to acts of true royalty? Like it responds to being transcendent apparently. Or something. Like Al-Yi-Sun and shit.
I am willing to bet an eye and three of my shiniest teeth that there is a gym where he works out and training in that gym is a great honor. It might well be a public gym, and one everyone technically has access to.
So yeah, he’s obviously about to General-Washington-digging-the-trench that block of stone. But I have to wonder: Will he permit the well-dressed, uninjured officers to survive the lesson? Or will he execute them for having reduced fellow citizens of his glorious empire to de facto slavery?
