It makes perfect sense. Devils are typicly not patient enough to learn martial arts, and any devil that’s powerful enough to get past the first few rounds would be smart enough to not get involved in such a high-risk activity with such a low chance of providing a material reward.
Humans and servants on the other hand train for the art itself, and would be eager to prove themselves the strongest. The reward is just an excuse, the veil that makes it socially acceptable, to unleash art and bloodshed.

Also, “not a monument to justice”? She spent the second chapter of this book trying to bust a notorious crime ring, then getting rightly mad at the angelic jailers for the shoddy state of Throne’s judicial system. Allison’s got one HELL of a righteous streak.
She’s got a notoriously wishy-washy morality, like giving up on Mammon in the Siege of Yre. Sure, she thinks at times she’s doing all this to save Zaid, but conquering the Universes for that little turd? I don’t think so. It’s just her destiny playing itself out.

But Solomon wants to relinquish his empire! It is, in his mind, the only thing holding him back from going further down the path of Royalty. He does not want to abandon his empire to anarchy or conquest, though, so he must find a suitable heir (through bloodsport, apparently).
Yes, he said that explicitly to Zaid. However, Lady Worm is not at all interested in Allison obtaining an empire, or even rescuing Zaid. I think we can be sure her motives are elsewhere.
