I think she may actually be smiling, which could conceivably make those tears of joy. At first I thought it was a grimace in the last panel, but the more I look at it the more it looks like a smile. Is it possible that she has been wishing for a new king to appear, or perhaps for the old one to return? And now she knows that there is a king again.
If YISUN has endowed my esteemed colleagues with eyes, try scrunching them up in abject sorrow. One will feel a slight upwards tugging at the cheeks and corners of the mouth. Now imagine ones skin stretched thin with extreme age and one will understand why one might mistake sorrow for mirth.

She’s been standing against Jagganoth for a long… long time, with no hope of accomplishing anything beyond a stalemate.
She’s been living a life utterly dependent upon a constant flow of human sacrifices for far longer.
